Never for the quote — a phone photo is enough. For the translation itself the receiving authority decides: some offices accept a translation made from a copy, others require that the source was an original or a certified copy. I clarify that with you before I start, so that you do not pay twice.

No — not even if you speak both languages perfectly. Authorities and courts require the translation to be made by an independent person sworn for that purpose. That is not red tape: it is the reason the translation has evidential value at all.

An apostille or legalisation concerns the foreign document itself, not my translation. Whether your office requires one depends on the country of origin and the procedure. Ask me beforehand — the order matters: in many cases the apostille has to be on the original before it is translated.
